The Task
Within the framework of the OSCE project «Strengthening Constitutional Justice…», the agency was tasked with providing comprehensive conference services and technical support for a three-day seminar for the Scientific Advisory Board of the Constitutional Court of Ukraine.
The client’s main objective was to create a reliable working platform for developing scientifically grounded approaches to the Court’s activities, including discussions on the concept of legitimate expectations, the principle of legal certainty, and mechanisms for implementing decisions on constitutional complaints. The specific nature of the assignment required seamless two-way communication between on-site participants and experts joining remotely.
Event Organization
For the implementation of the project, the agency deployed an autonomous technical and coordination infrastructure at a countryside hotel complex:
- Conference Service: preparation and zoning of the conference hall to ensure comfortable three-day analytical work for 37 experts, administration of working sessions, and protocol support.
- Technical Setup: installation of audio and communication equipment, as well as integration of display solutions for presenting documents and presentations.
- Hybrid Ecosystem: configuration of a stable communication channel and integration of the Zoom platform to ensure a fully functional online conference format.
Project Features and Challenges
The main challenge of the project was the strict timeline and high administrative requirements:
- Extremely Tight Deadlines: due to the delayed announcement of tender results, the agency received project confirmation within a very limited timeframe before departure. All preparation stages — from reserving technical capacities to final testing of communication lines at the venue in the Zakarpattia region — were carried out under an accelerated schedule.
- Hybrid Moderation: as some key speakers were unable to physically attend the venue, the agency’s technical team organized their presentations directly via the screen in the conference hall. Remote participants remained fully integrated into the process throughout the three-day event, followed the broadcast without interruptions, and actively contributed to discussions.
- Strict Financial Compliance: a separate task for the agency’s back office was managing complex financial reporting and ensuring compliance with the specific event closure procedures required by international OSCE funding standards.
The Result
The seminar was conducted in full accordance with the approved schedule, demonstrating stable performance of the broadcasting and audio systems. Professional organization allowed participants to focus on the expert dialogue between the Constitutional Court of Ukraine and the Scientific Advisory Board, resulting in the development of approaches to improving the quality of legal reasoning in the context of wartime conditions and European integration. The client highly evaluated the quality of service, the efficiency of resource mobilization, as well as the accuracy in executing technical tasks and managing financial documentation.
